Appel
de la Présidence croate adressé à la population
serbe des territoires occupés
Malgré cela, les paramilitaires serbes organisèrent
l'évacuation de 90 000 civils et 30 000 paramilitaires
serbes
Télévisé
et radiodiffusé toute les heures durant les quatre jours
de l'opération "Tempête", qui s'est déroulée
du 4 au 7 août 1995, le message appelait la population civile
serbe à ne pas quitter la Croatie. Il appelait notamment
les Serbes de Croatie à attendre sans crainte l'arrivée
des troupes croates, avec l'assurance de voir garantis leurs droits
civiques et leur autonomie culturelle. Il promettait également
l'amnistie aux membres des forces paramilitaires serbes qui déposeraient
les armes et se rendraient sans opposer de résistance.
Nous publions ici la version anglaise de ce texte. En dépit
de cet appel, 120 000 Serbes quittèrent la Croatie,
répondant à l'ordre d'évacuation du leader
séparatiste, Milan Martic.

of Knin, Gracac, Lapac, Korenica, Slunj, Glina, Dvor and Petrinja
Since all past attempts, including the
negotiations held yesterday in Geneva, of both the Croatian authorities
and the international community to achieve a peaceful reintegration
of occupied Croatian areas have failed;

| Quelques
semaines seulement après l'opération militaire
croate "Tempête"
(4-7/08/1995) qui s'est soldée par la libération
de la plupart des territoires occupés en Croatie
et la déroute des sécessionnistes serbes aux
ordres de Milan Martic,
mais également par l'exode de quelque 120.000 Serbes,
dont plus de 90.000 civils, le principal quotidien serbe,
Politika, publiait le fac-similé de l'ordre d'"évacuation
planifiée" des civils serbes, signé par
Milan Martic quelques heures seulement après le début
de l'offensive croate, la veille de la libération
de Knin, fief des séparatistes.
Cité notamment par Florence
Hartmann, ancienne journaliste au Monde et
actuelle porte-parole du TPIY, dans son livre
("Milosevic, la diagonale du fou",
Denoël, 1999, p. 244), ce
document, traduit ci-dessous, accuse
clairement l'ancien leader serbe d'avoir personnellement
organisé l'exode
de la population serbe des territoires occupés.
Il corrobore les nombreux reportages
de presse qui montrèrent que l'armée
croate n'est quasiment jamais entrée en
contact avec les colonnes de réfugiés
serbes encadrés par les miliciens qui,
mêlés aux civils, protégeaient
ainsi leur retraite.
L'offensive
croate avait été, quatre jours
durant, accompagnée sur
les ondes radiotélévisées
par des appels répétés
des autorités exhortant la population
serbe de "Krajina" à ne pas
fuir et à attendre l'arrivée des
troupes croates.

Compte tenu des tout derniers développements résultant
de l'agression de la République de Croatie contre
la République serbe de Krajina, et en dépit
des premiers succès de nos actions défensives,
la plus grande partie du territoire de Dalmatie du Nord
et une partie de la Lika s'est trouvée menacée,
c'est pourquoi
NOUS DÉCIDONS
1. que l'on mette en œuvre l'évacuation planifiée
de tous les civils hors d'état de combattre dans
les districts de Knin, Benkovac, Obrovac, Drniš et
Gracac ;
2. que l'on procède à l'évacuation
planifiée selon les plans préétablis
et suivant les axes qui convergent vers Knin et se prolongent
vers Otric, Srb et Lapac ;
3. que l'on requière l'aide de la FORPRONU du Secteur
Sud basée à Knin.

Since the instigators of the rebellion
in Croatia, Martic and others, instead of responding to the call
for peaceful reintegration, continue to wage war against the Croatian
State, and to plot, together with the ringleaders of the rebellion
in Bosnia, Karadzic and others, new schemes for the joint conquest
of the Bihac safe haven, which Croatia cannot tolerate;
Since the Croatian and Bosnian Serbs
are not only preventing the return of displaced persons, but also
continue to persecute the non-Serbian population;
Since the Serbian extremists, from the
very beginnings of the rebellion to the present moment, are invoking
the help of the remnants of Italian and Serbian imperialism;
Since the unbridled paramilitary Serbian
units continue to wage terrorist attacks against the civillan
population from Slavonija do Dalmatia, to shell Croatian regions
and cities like Otocac, Gospic and Karlovac, and, even while political
talks on peaceful reintegration were under way with the Croatian
delegation in Geneva, again shelled the area of Dubrovnik causing
new casualties;
And since all the attempts of the Croatian
State and of the international community to peacefully restore
Croatia's sovereignty over parts of Croatian territories alienated
by the rebellion have been rejected and flouted, the Croatian
State is forced to take police-military steps in order to reintegrate
these occupied areas into its constitutional and juridical system.
We have been forced to take such a decision in
order to put a stop - after four years of futile negotiations
- to further flouting of the Croatian and international public,
and in order to secure the start of displaced persons return to
their homes.
Therefore, on behalf of the democratic authorities
of Croatia:
I call upon the members of Serbian paramilitary
units who have been mobilized into such units of their own free
will or by force to surrender their weapons to the Croatian
authorities, with the guarantee that they will
be granted amnesty pursuant to Croatian laws;
I call upon the initiators of the rebellion to
understand te futility of their endeavour and its detrimental
effect on the Serbian community in Croatia should they persist
with their rebellion, to surrender to the Croatian authorities
and to accept pardon or a fair trial for their offences;
I call upon the Croatian citizens of Serbian
nationality who have not taken active part in the rebellion to
stay in their homes and, without fear for their
life and property, await Croatian authorities, with the guarantee
that they will be granted all civil rights, and that elections
will be held for local self-government pursuant to the
Croatian Constitution and Constitutional Law with the presence
of international observers;
I call upon the representatives of Serbia and
Montenegro (and their FR Yugoslavia) to stop supporting the extremists
in the occupied Croatian areas, as also manifested during the
talks held yesterday in Geneva, in which the Yugoslav charge d'affaires
also took part, and at which the Croatian Serbs refused to accept
the peaceful reintegration of the occupied areas. That would have
been the first step towards the overall solution of Croato-Serbian
relations throughout the sphere of interest of both neighbouring
peoples, and towards the normalization of relations based on mutual
recognition.
We are determined to put an end to the suffering
and uncertainty of Croatian displaced persons from the occupied
areas, and to guarantee to the Croatian Serbs human and
ethnic rights within the constitutional and legal order of democratic
Croatia.
