Rusedski falls to Karlovic

From correspondents in Washington
05aug05
BRITAIN'S Greg Rusedski was eliminated from the ATP Washington Classic today, falling to Croatia's Ivo Karlovic 7-6 6-2 in a third-round match at the US Open tune-up. Karlovic fired 14 aces, twice as many as Rusedski, and advanced to a quarter-final tomorrow against the winner of a later match between American top seed Andy Roddick and Argentina's Juan Ignacio Chela. Rusedski, 31, won last month at Newport and reached the Indianapolis semi-finals but the 37th-ranked Briton suffered his first career loss in three meetings with 75th-rated Karlovic in falling to 20-14 on the season.

Karlovic saved two break points in the first and third games of the match and battled Rusedski into a tiebreaker with neither losing serve. Rusedski sent a forehand long and netted a forehand to drop the tiebreaker, then surrendered a break to open the second set. Karlovic saved a break point with a service winner in the sixth game and Rusedski double faulted away another break. Karlovic held at love and ended it with an ace after 77 minutes.

Croatia to Mark 10th Anniversary of Storm Operation Friday

4 August 2005 | 14:49 | FOCUS News Agency

Zagreb. Croatia will mark the 10th anniversary of Storm operation Friday, as a result of which the town of Knin was liberated, Montenegrin agency MINA reported for FOCUS news agency. According to authorities in Zagreb, the liberation of the town marks the end of the Serbian occupation in the central part of Croatia. Croatian agency HINA reported that the liberation of Knin is of great significance for the country because since the summer of 1990 the town has been the center of unrest on the part of local Serbian population. At first the unrest came down to a road blockade and later aggravated to wild assaults on Croatian cities and villages, to murders and deportations of non-Serbian population supported by Yugoslav People’s Army, HINA reported.
Storm military operation started on August 4 and almost one fifth of the state was liberated for only 84 hours. According to HINA, during the operation 174 Croatian soldiers die and fewer than one thousand are injured.

By Nenad N. Bach | Published 08/5/2005 | Business | Unrated

Pro-Growth Economic Policies Presented

by

Adriatic Institute for Public Policy to Croatia’s Government Leaders

The second International Leaders Summit (ILS) was jointly organized by Adriatic Institute for Public Policy, Croatia’s first independent free market think tank, The Stockholm Network, UK, and World Development and Empowerment, USA, through a partnering endeavor with Amcham Croatia. The second ILS took place on June 1 and 2 at The Regent Esplanade Zagreb in Croatia, focusing on “Economic Growth - Advocating Free Market Reforms.” Following the summit, the Adriatic Institute for Public Policy presented strategic pro-growth economic policies to Croatia’s leaders at a time when there is a lack of economic initiatives or specific market reforms championed by the Croatian government. The contributors of the strategic economic policies included The Adriatic Institute for Public Policy and ILS Board of Advisors, successful world-renowned economic reformers, experts and international business and media communications leaders that met together at the second ILS in Zagreb.

ILS 2005 - STRATEGIC ECONOMIC POLICIES FOR ECONOMIC GROWTH:
Implementing the “Flat Tax”: 15-15-15 tax rate for Croatia as proposed by the Adriatic Institute and supported by Dr. Alvin Rabushka, the Father of the Flat Tax. The proposed flat tax of 15 % would be applied to personal, corporate and VAT. A lower rate for Croatia is presented due to the increasing regional competition of Romania’s 16% flat tax rate, Serbia’s 14% rate along with flat tax proposals recommended by Bulgarian and Slovenian authorities.

Pension Reform based on the “individual savings account” of Chile’s Social Security Model as proposed by Dr. Jose Piñera. The successful pension reform applied in Chile has become a generator of economic growth through the investment of pension funds in its own economy.

Rapid Privatization of state owned companies in an ethical and transparent manner. As long as a company is owned 1% by the government, it is not privatized.
Selling real estate and entities tied to the tourism sector with the proposed Croatian government model of "public private partnerships" which invites corruption.
Large state owned companies including shipbuilding, railway and other manufacturing loss making companies should be sold immediately.
State owned companies should be sold to through the model presented by ILS Speaker and Economist Robert Anderson:
Offer to sell 100 % of state-owned company in a competitive auction
Open to all investors – domestic and foreign on equal terms
No conditions on how the new owner may operate the company
Select the winning bidder who offers the highest cash
Not permit highly leveraged sales

Deregulation and eliminate state management and ownership in the economy. Setting up the rules and getting out of the way so businesses can prosper and create jobs.
Strengthening the rule of law, the protection of property rights and an emphasis on combating corruption. Progress has been made through the leadership of Croatia’s Minister of Justice, Mrs. Vesna Å kare-Ožbolt, Croatia’s bold justice reformer. However, an emphasis on the protection of property rights - a foundational step must be embraced by the Government, parliament, and enforced by local governments in Croatia.
Labor law reform -- adopting Dr. Piñera’s call for flexible labor law similar to the Chilean and Slovakian model. Slovakia has the second most flexible labor market right after Hong Kong.
Advancing free trade, economic freedom and prosperity –
§ Create open markets by dismantling customs and quotas
§ Eliminate government controls – which reduces corruption
§ Open to foreign direct investments

Role of Citizens in a Free Market Economy:

The two roles of individual citizens in a “Free Market Economy”:
Citizens as taxpayers who create the government and decide what the legitimate functions of the government are including - defense, judiciary, law enforcement, protection of property rights, upholding the rule of law, adjudicating disputes, enforcing contracts and setting the rules for economic policy to reach higher rates of sustainable economic growth.
Citizens as main performers and bearers of economic activity (instead of the government) for which economic freedom is essential.

“Economic freedom is an essential requisite for political freedom and as Dr. Friedman says, the combination of economic and political power in the same hands is a sure recipe for tyranny, said,” Natasha SrdoÄ?, President and co-founder, Adriatic Institute for Public Policy. “In order to achieve higher economic growth, reduce unemployment and improve the standards of living for individual Croatian citizens, it is urgent to have government perform the legitimate functions of the government, and get the government out of the economy so that the government expenditures fall from existing 55% of GDP to preferably 25% of GDP.”

The Adriatic Institute for Public Policy and its leadership have duly noted that the Croatian government has neglected its core functions evidenced by over 40% of its involvement in the Croatian economy. These trends supported by the government have suppressed economic freedom and individual initiative in Croatia - an essential prerequisite for political freedom. Croatia cannot be called a free market economy with government expenditures reaching 55% of the GDP.

“Croatia’s leaders can no longer delay implementing free market reforms. In the last seventeen months, the government has not introduced one major economic reform,” said Joel Anand Samy co-founder of the ILS and Adriatic Institute for Public Policy and president of WDE. “In three days, the newly formed government of Romania introduced the flat tax of 16% and other key reforms and Slovakia passed a package of reforms that have led to economic growth. Croatia’s leaders have an opportunity to seize the moment, implement free market reforms and advance economic freedom that lead to prosperity and economic growth.”

Second International Leaders Summit Speakers:

Damir PolanÄ?ec, Deputy Prime Minister, Croatia
Vesna Škare-Ožbolt, Minister of Justice, Croatia participated at the Second ILS representing the Croatian cabinet leadership.
Dr. Alvin Rabushka, Senior Fellow, Hoover Institution, Stanford University, "Father of the Flat Tax", Former Adviser to President Reagan, USA

Chaired by Dr. Alvin Rabushka:
The Flat Tax Movement: Estonia, Slovakia and Romania
The Flat Tax - Gaining Momentum: Croatia, Czech Republic, Hungary and Poland

Chaired by Dr. José Piñera, Former Minister Labor and Social Security of Chile, Distinguished Senior Fellow, Cato Institute and President of International Center for Social Security

Co-chaired by Dr. Daniel Mitchell, Senior Fellow, Chief Tax Policy and Economy Expert at the Heritage Foundation, Washington, DC, USA and John Willman, Chief Leader Writer and Associate Editor, Financial Times, UK. ILS Strategic Sessions focusing on pro-growth solutions included:

The Rule of Law: Judicial Reforms, Combating Corruption and the Protection of Property Rights
Privatization and Deregulation
Labor Law Reform
Advocating Principles of Private Enterprise

The Second International Leaders Summit was a joint initiative of the Adriatic Institute for Public Policy, The Stockholm Network (UK), and World Development and Empowerment (USA). ILS Strategic Partners included HVB Splitska Banka, British American Tobacco, Applied Ceramics, Letica Corporation, Amcham, Vjesnik, The Regent Esplanade Zagreb, Croatian Airlines, Hertz, Makol Marketing, FedEx-Rhea Express, Utilis - IT Partner, Radio 101, HUP - Croatian Employers Association, BCBN, Croata-Potomac, Spiller Farmer Ltd., Hauska and Partner, Grand Villa Argentina and HP.

The impactful media coverage began with a one-hour prime time program featuring ILS speakers and Adriatic Institute’s Advisory Board Members – Dr. Alvin Rabushka, Dr. Jose Piñera and Dr. Daniel Mitchell on HRT1’s “Otvoreno” program. » (E) Blind Childrens Center and Croatia Connection
By Nenad N. Bach | Published 08/4/2005 | Charity | Unrated

Blind Childrens Center in Los Angeles
www.blindchildrenscenter.org

Croatia Connection:

The Croatia community continues to grow its support for the Blind Childrens Center of Los Angeles. It started over 37 years ago, when a young family from Croatia had dreams and
expectations, anticipating the birth of their child with joy and excitement. They imagine what the infant will look like and plan for the future. In most cases, these hopes are fulfilled with the birth of a healthy child.
But what if the baby was visually impaired? No parental reaction is typical, for everyone deals with feelings in a personal way. One thing, however, is certain: the impact of child blindness upon the family can be devastating due to the demands that are made on each family member in terms of time, energy and emotions.
The Blind Childrens Center (BCC) is non-profit family-centered agency which serves children with visual impairments from birth to school age. The programs and services help the children acquire skills and build their independence. Founded by the Delta Gammas of Southern California, the Blind Childrens Center is the only agency in the greater Los Angeles area that provides an extensive range of services to children who are blind and partially sighted and their entire family.
The Center utilizes its expertise and experience to serve families and professionals worldwide through support services, education and research. The BCC is considered a model educational
institution. As a matter of fact, we were the first to introduce cane use to children under the age of 3.
Today, many members of the Croatia community have come together to help in all aspects of the Blind Childrens Center including leadership in our Board of Directors, funding research at the Los Angeles Children’s Hospital, volunteering and running in the Los Angeles Marathon to raise funds and participation at our Annual Golf Event at the Riviera Country Club. This golf event draws golfers from all over America including celebrities like Peter Falk, Joe Mantegna, Pat Boone, Mike Shanahan, and many others.
The Croatia connection with our Center is strong and continues to grow on a yearly basis. To find out more about the Blind Childrens Center, please visitwww.blindchildrenscenter.org  or contact us at 323-664-2153.

Mission Statement
The Blind Childrens Center is a family-centered agency which serves children with visual impairments from birth to school-age. The center-based and home-based programs and services help the children acquire skills and build their independence. The Center utilizes its expertise and experience to serve families and professionals worldwide through support services, education, and research.

General
The Blind Childrens Center was founded in 1938 by members of the Southern California Delta Gamma Fraternity under the leadership of Dr. Lillian Ray Titcomb.

The Center serves over 100 families every year through the infant and preschool programs. The majority of children served live in the greater Los Angeles area. Fifty-two percent of the students are totally blind, 28% have functional vision, and 20% are reverse mainstream. The client population reflects the diversity of Los Angeles: 66% Latino, 22% Caucasian, 4% Asian, and 8% African American.

Center and home-based services are free of charge. The Blind Childrens Center is funded entirely by private philanthropic support. It receives no financial support from federal, state, or local governments and it is not a United Way agency. Support, with the exception of modest revenues from the sale of the Center’s publications, is derived from volunteer and staff fund-raising efforts, which are supported by corporations, small businesses, civic and employee groups, charitable foundations and concerned individuals.

Dear Nenad,

Ina Zec asked that I get in contact with you and introduce myself.

Ina and I serve on the Board of Directors for the Blind Childrens Center in Los Angeles.

Besides the Center, we also share a special connection - my wife's family is Croatian. Her uncle Nicky was also a very noted authority on Tesla and did much research on his life's accomplishments. He recently passed away, but left his research with my wife's cousin Brian who is also very knowledgeable on Tesla and his work.

Brian has held several Tesla conventions and currently provides special effects in Hollywood using the Tesla Coils he has built. His work was most recently featured on the show - Fear Factor.(op-ed:www.brianb.org/tesla.htm )

I'm continued to be amazed how we are able to bring together a sense a community regardless of where we live. Over the many years Ina and I have served at the Center on behalf of the children, we continually meet folks within the Croatian community. I would welcome an opportunity to speak with you more about the work we are doing at the Center and to learn more about you.

Kindest regards,
Mark West
President, Blind Childrens Center
marktwest@socal.rr.com

Your help is deeply appreciated
The Blind Childrens Center is a non-profit 501(c)(3) organization; IRS Tax ID # 95-1656369. We rely completely on private contributions. Supporters include individuals, civic and employee groups, foundations, and corporations. We take no government funding and we are not a United Way agency.

Your contribution goes a long way. One-hundred percent of donor contributions directly support the Center's programs. Administrative costs are supported through earnings on investments. The Center's home and center-based educational and family programs are free of charge.

Crocker beats Phelps at world swimming championships
American breaks own world record

By PAUL NEWBERRY

THE ASSOCIATED PRESS

MONTREAL - Ian Crocker put the Athens Olympics behind him - and Michael Phelps, too.

Crocker broke his own world record in the 100-meter butterfly Saturday and turned a much-anticipated rematch with Phelps into a rout.

The two Americans were virtually even off the blocks, but Crocker already had a sizable lead when their heads emerged from the water. He was about a half-body length ahead at the turn, and didn't have to worry about Phelps making one his patented charges in the final 50 meters.

With arms pumping furiously, Crocker stretched out his advantage all the way to the wall. He touched in 50.40 seconds - easily eclipsing the mark of 50.76 that he set in beating Phelps at last year's U.S. Olympic trials.

But Phelps won the race that really mattered, overtaking Crocker at the Athens Olympics.

That didn't sit well with Crocker, who was determined to regain the upper hand in his trademark event, even though it meant beating the world's best swimmer.

"It was definitely my goal to break the record," he said. "I didn't know it would be by that much. When you're racing against Phelps, you always have to assume it's going to take a world record to win. My time definitely surprised me."

Crocker didn't have to worry about Phelps, who took the silver but wasn't even close to the winner at 51.65. Ukraine's Andriy Serdinov claimed the bronze.

"I haven't trained much fly this year," Phelps said. "But I don't want to use that as an excuse. That was a horrible swim for me."

While Phelps has won four golds medals and, now, a silver at the world championships, he's not happy with his performance. He failed to qualify for the final of the 400 freestyle and was a disappointing seventh in the 100 free.

Two of his four golds have come on relay teams, and Grant Hackett is likely to win the most individual medals on the men's side. The Australian star already has two golds and a silver, and he's an overwhelming favorite in today's 1,500 free.

"Every thing that has happened this week is a wake-up call," Phelps said. "It's all going to be used for motivation. I don't want to be in a position where I'm disappointed and upset with a race. I want to be happy with the way I'm swimming. This year, hopefully, there will be big improvements."

Crocker wants to become the first swimmer to break the 50-second barrier in the 100 fly. He is only looking forward - not back to Athens.

"The Olympics didn't end quite the way I wanted them to," Crocker said. "I didn't happen to be the best on that day."

It was another big night for the Africans, an emerging force at these championships.

South Africa's Roland Schoeman captured his second gold by winning the 50 free in 21.69. That was just five-hundredths of a second off Alexander Popov's world record, but did beat Popov's meet record from 2003.

Croatia's Duje Draganja took the silver and Poland's Bartosz Kizierowski the bronze.

Zimbabwe's Kirsty Coventry completed a sweep of the 100-200 backstroke, winning the longer event in 2:08.52. She also has a silver from the 200 individual medley, making her one of the biggest female stars of the meet.

Margaret Hoelzer of the United States claimed silver, Japan's Reiko Nakamura the bronze.

Australia's Danni Miatke won the 50 butterfly, a non-Olympic event. The silver and bronze went to a pair of Swedish swimmers, Anna-Karin Kammerling and Therese Alshammar.
