The National Center for State Courts (NCSC) is an independent, nonprofit organization dedicated to the improvement of justice. It was founded in 1971 at the urging of Chief Justice Warren E. Burger. NCSC accomplishes its mission by providing leadership and service to the state courts.

For 10 years, NCSC through the International Programs Division, has been assisting the efforts of courts, allied agencies, legislators, and NGO's (Non-Government Organization) around the world to improve the quality and administration of justice and strengthen the rule of law. The International Programs Division has conducted global, regional and national projects supported by multinational, bilateral, and individual government funders. These have included, among others, a USAID-supported Latin America and Caribbean Regional Administration of Justice Contract (RAOJ), and two USAID Rule of Law/General Indefinite Quantity Contract (IQC).

NCSC has carried out more than 70 assignments under these contracts from Nepal to Nicaragua, Mongolia to Mozambique, and the Philippines to Paraguay. In Mexico, NCSC is implementing the pioneering U.S.-Mexico Judicial Exchange Program under a cooperative agreement with USAID. In addition, 24 foreign governments and organizations have contracted directly with NCSC for assistance services in the form of information, research, training, technical assistance, linkage development, and technology services.

The International Program Division was created by the NCSC in 1992 to assist courts, legislators, and other justice system components outside the U.S. Through the International Programs Division, NCSC offers a comprehensive resource to governments, courts, and related justice system components that seek innovative solutions to justice systems problems. The Division conducts educational programs, consulting services, leadership training, applied research, and technological innovation to help judicial systems worldwide strengthen the rule of law, improve the administration of justice and enhance civil society efforts. 

The International Division is staffed with a multi-disciplinary team of dedicated and internationally experienced individuals, including a former judge, a former court manager, a criminal justice researcher, four lawyers, and four administrative and budget staff. These staff are well versed in policy and program development, all aspects of court management and administration, including technology applications, and system assessments related to the courts and other related agencies. Having access to other NCSC staff and a large pool of international consultants with expertise in a broad range of areas relevant to enhancing the rule of law, civil society and the administration of justice, the division provides timely and cutting edge assistance in the form of technical assistance, training and other education programs.

Institutionally, the International Division has solid formal linkages with many of the foremost professional and training institutions in the U.S. and international judicial reform sector, allowing all partners to draw on and contribute to advances in strategies, approaches, techniques, and technologies to improve justice system administration.
