After they'd checked into an Edinburgh bed-and-breakfast late one night, the landlord said, &#34;I have another family here from the States. I'll have to introduce you in the morning.&#34; He did just that over a breakfast of fried eggs, bacon, sliced tomatoes, toast and marmalade. The other couple stood up and introduced themselves. &#34;Where in the States are you from?&#34; the woman asked. &#34;Virginia,&#34; Dave said. &#34;My goodness!&#34; the woman exclaimed. &#34;So are we. Where in Virginia?&#34; &#34;Charlottesville,&#34; Dave answered. &#34;Gracious!&#34; the woman replied. &#34;So are we! Where do you live in Charlottesville?&#34; &#34;Dairy Road,&#34; Dave responded. &#34;Oh, good grief!&#34; the woman gasped. &#34;So do we!&#34; According to Dave, Dairy Road is a short street just north of the University of Virginia Rotunda. &#34;It has about two dozen houses. Our neighbors lived some eight houses north of us. On the same side of the street, even. We had never seen them before; nor did we ever see them again, for they moved out of their house -- a rental unit -- before we could bump into them a second time.&#34; Dave says that everyone was shocked by this encounter. Everyone but the landlord: &#34;Britons tend to think that if you live in, say, Charlottesville, you must know their cousins in St. Louis. For our Edinburgh B&#38;B proprietor, it seemed, this encounter between Dairy Road residents was par for the course.&#34; From Edinburgh, Scotland, to Zagreb, Croatia, where Anita Guberovic grew up: A boy named Mario lived in the block of buildings opposite her. The two went to elementary school together but after that were dispatched to different high schools. She often wondered what had become of him. Years later, Anita was in Venice during Carnival. &#34;As much as I enjoyed the trip and the Venetian costumes, it turned out to be a very trying experience,&#34; Anita said. It seemed as if the entire world was crammed in the city's narrow streets. Getting around was hard and finding a restroom even harder. After searching for hours, Anita finally found a small restaurant that took mercy on tourists, letting people in to use the facilities even if they weren't customers. &#34;As usual, the line in front of the ladies' room was considerably longer,&#34; Anita said. So she headed straight to the men's bathroom. She pulled on the door, but it was occupied. After a few moments the door opened and out walked her long-lost neighbor and classmate, Mario. &#34;You can imagine my surprise that someone whose living room I could see through the kitchen window of my building . . . I would meet again in the super crowded streets of Venice swarming with people from all countries of the world.&#34; Fairfax's Tina Mancuso said her father was &#34;a typical deadbeat dad.&#34; She was 9 when her parents divorced, and he skipped out not long after that. &#34;I saw him once in 1984, when I was 13,&#34; she said, &#34;and then I never heard a word from him for the rest of my teenage years.&#34; In 1993, she moved from New Jersey to Newark, Del., to live with her then-boyfriend. &#34;One day I noticed that a carnival had set up about a mile from our apartment,&#34; she said. Tina and her boyfriend drove to the carnival, and while waiting to get on a ride she saw a familiar-looking man working at one of the game booths. She thought it might be her father but couldn't be sure; it had been nine years since she'd seen him last. She approached the booth, but the man there gave no sign of recognition, even after she'd handed over some money and tried her luck. Tina and her boyfriend walked a safe distance away and tried to figure out what to do. &#34;I mean, how do you go up to a guy and ask him if he's your father?&#34; Tina said. &#34;I was about ready to turn away when my boyfriend said, 'Look, if you go up to him and it's not your father, you'll be a little embarrassed, but at least you'll know. But if you don't go up to him, you'll always wonder.'&#34; In the meantime, another carnival worker had taken his place, and the man Tina thought might be her father was walking away. &#34;Not knowing what else to do, I followed him to a small concession area, where he sat down at a picnic table. I took a deep breath, walked over, and said, 'Hi, you look like someone I used to know. Is your name Bob Mancuso?' He nodded and asked who I was. &#34; 'I'm Tina -- your daughter.' &#34; He jumped up and hugged her, as amazed as she was. Reunited, the father and the daughter kept in touch. He sent letters and cards and called occasionally. And that's how Tina learned the following summer that he was going into the hospital for triple-bypass surgery. He didn't survive. &#34;Had I not met him at the carnival that day, I would probably never have seen him again or even known when he died,&#34; Tina said. Tina said she hated moving to Delaware almost as soon as she got there. &#34;But in the long run, I was very glad I did it. 					  <description>    &#194;proslijedjeno:&#194;------------------&#194;U vezi Vaseg nedavnog priloga o Krskom,  reci cu Vam da sam prosle godine razmisljao o kupovini kakvog komadicka grunta ili kakve vikendice oko Samobora. Naravno da sam svojim Geigerovim brojacem izmjerio &#34;background (ionizing) radiation&#34; kako na tom podrucju tako i sirje u Hrvatskoj. Mogu Vam reci da na moje cudjenje (jer sam pretpostavljao da je moglo biti curenja manjih kolicina radijacije iz Krskog proteklih godina, a koja mozda nisu bila objavljena) izmjerena radioaktivnost okolisa Samobora i Zumberackog gorja je bila najmanja koju sam izmjerio u Hrvatskoj. Relativne brojke izgledaju ovako: Toronto 17-20 counts/min. Zagreb i vecina Hrvatske vrlo slicno: 15-20 counts/min. Lika oko Lovinca 25-35 counts/min (najvise u Hrvatskoj -od onoga sto sam sam izmjerio). Samobor i okolica :10-15 counts/min. Takozvana &#34;background&#34; radiacija je radijacija koja dolazi iz okoline (biljke, tlo, gamma), radi prisutnosti radioaktivnih elemenata. ( Za vrijeme prekoatlantskog leta avionom izmjerio sam na 10,000 m visine 400 counts/min -sto dolazi od gamma zracenja). Prosjecna &#34;background&#34;  radijacija bila je oko 4 counts/min svugdje na svijetu prije Cernobila i upotrebe nuklearnog oruzja i prije testova istoga koji su izvedeni u atmosferi od cetrdesetih do sedamdesetih godina proslog stoljeca. Nakon akcije Linusa Paulinga (koji je tocno predvidio i izracunao stupanj povecanja oboljenja od raznih vrsta karcinoma diljem svijeta kao posljedice ovog povecanja &#34;background&#34; radijacije i za to dobio svoju drugu Nobelovu nagradu ovaj puta za mir) testovi su nastavljeni pod morem i zemljom. Danas ih gotovo vise nema, ali posljedice su ostale i ostati ce jos dugo godina.&#194;Dakle do sada izgleda nije bilo problema s Krskim. Medjutim u dokumentima na internetu a koji govore o sigurnosti raznih nuklearki diljem svijeta, naisao sam i na jedan biser u smislu: &#34;Nije sigurno kako bi nuklearka  Krsko izdrzala malo jaci potres&#34;. Zato je Vas strah donekle opravdan. Sad razmisljam o Cucerju kao novoj mogucnosti za kupnju necega relativno jeftinog, a ne tako daleko od Zgba. It's buttery,&#194;cheesy, stick-to-your-ribs stuff, served up with pride by the &#34;lunch&#194;ladies.&#34;&#194;&#194;But most everything else in the cafeteria is facing a profound&#194;transition. The forces of marketing, consolidation and convenience are&#194;transforming the school lunchroom. As part of his yearlong series on the&#194;students, teachers and staff at Seattle's largest high school, NPR's&#194;Robert Smith reports that the era of the lunch lady may quickly be&#194;coming to an end.&#194;&#194;The Roosevelt High School kitchen doesn't serve just its own students&#194;any more. Since fewer schools have their own kitchens, the kitchen crew&#194;cooks for 38 other lunchrooms. Doing the math, kitchen manager Maria&#194;Larsen figures they will have to put out about 4,500 servings of turkey&#194;tetrazzini by Thursday.&#194;&#194;&#34;With high school kids, they love it,&#34; she tells Smith. &#34;The little&#194;kids? Eh. But the teachers like it a lot. This is comfort food, so it&#194;goes over pretty big.&#34;&#194;&#194;The work starts on Monday, when the lunch ladies start thawing 874&#194;pounds of turkey. The decision wasn't entirely up to Larsen and her crew&#194;-- after Thanksgiving and Christmas, the U.S. government buys up tons of&#194;surplus turkey, destined for the nation's prisons and school lunchrooms.&#194;So springtime at Roosevelt means turkey sausage, turkey ham, turkey&#194;wraps, turkey corn dogs... and this week, turkey and noodles.&#194;&#194;On Tuesday, head chef Mira Segulja, a petite, 61-year-old native of&#194;Croatia, hefts big boxes of turkey meat and shredded cheese with arms of&#194;steel. She's nearly dwarfed by the industrial-sized cooking vats -- vats&#194;the size of hot tubs, stirred by wooden spoons that could paddle a&#194;canoe. She rarely needs to look at the recipe.&#194;&#194;The turkey-and-pasta mix is cooled overnight, and on Wednesday&#194;individual servings are portioned into small foil pans, to be sent to&#194;other Seattle public schools. And then it's Thursday -- turkey&#194;tetrazzini day. Early that morning a truck hauls away thousands of&#194;packets to the other schools. At Roosevelt's cafeteria, students get one&#194;big scoop apiece. Add a handful of veggies to the tray, some milk and a&#194;big tater tot, and the meal is complete. The cost: $1.75.&#194;&#194;At the end of lunch, Assistant Principal Mike Musselwhite walks around&#194;the lunchroom with a big garbage can, assessing the reaction. &#34;It&#194;actually seems like a successful lunch period -- there's not much&#194;tetrazzini in the trash,&#34; he announces to the women in the kitchen.&#194;&#194;But there's no time for celebration. Tomorrow, they're serving soft&#194;tacos. Jansen Kraemer Jr. was on his way to another boffo year as chairman and CEO of Baxter Intl. (NYSE:BAX-news) last summer when the reports of deaths started coming in. Virtually overnight, 11 people in Spain died after undergoing kidney dialysis using a blood filter made by Baxter. Then, a few weeks later, 21 kidney-dialysis patients in Croatia died within 48 hours of using the same Baxter device. By the time Baxter yanked its dialyzer from the market in mid-October, the filter had been implicated in more than 50 deaths, including a handful in the U.S.&#194;&#194;&#194;Baxter has paid for these mishaps. After tracing the deaths to filters that had been rinsed with an improper fluid during production, the Deerfield [Ill.] medical-products and drug manufacturer took an aftertax charge of $156 million to cover settlements with the victims' families and the shutdown of two factories. The charge helped plunge Baxter into the red in last year's fourth quarter and depress its 2001 net income 17% from a year earlier, to $612 million on sales of $7.66 billion.&#194;&#194;Kraemer has paid, too. The 47-year-old CEO thought it would be wrong to ignore the fatalities and take fat 2001 company bonuses. Despite the bottom-line hit from the faulty filter fiasco, Baxter met its 2001 financial targets, entitling Kraemer and other top executives to annual bonuses of up to 150% of their base pay. For Kraemer, a 22-year veteran of Baxter, that meant as much as $1.3 million, on top of his $880,000 salary. Instead, at his urging, the board cut the bonuses of the other Baxter execs to 80% of their base pay. The stamp's designer is&#194;Orsat Frankovic&#194;&#194;&#194;Zagreb, March 5 - postage stamp with the image of Blessed Augustin Kazotic, Bishop of&#194;Zagreb and the first beatified Croatian was introduced Tuesday at the city of Zagreb&#194;grandstand. The stamp is being issued for the 300th anniversary of the proclamation of&#194;the beatification of Augustin Kazotic in a year dedicated to this great Dominican from&#194;Trogir, elightener and protector of the poor.  The Croatian Post Office has issued the&#194;stamp as part of its philatelic series of famous Croatians. The author of this and five&#194;other stamps is Orsat Frankovic from Dubrovnik, and the stamp's value will be 3.50 Kunas.&#194;&#194;&#194;&#34;The first beatified Croatian, after centuries of waiting has gotten his first parish in&#194;Zagreb's Volovica neighborhood and with this stamp are again sending him on his way. Peace and good health.&#194;&#194;It would be wonderful if 2002 were the year a cure for breast cancer was&#194;found!!!!  This is one note I'll gladly pass on. The notion that we could&#194;raise $16 million by buying a book of stamps is powerful!&#194;&#194;&#194;As you may be aware, the US Postal Service recently released its new &#34;Fund&#194;the Cure&#34; stamp to help fund breast cancer research. The stamp was&#194;designed by Ethel Kessler of Bethesda, Maryland. It is important that we take a&#194;stand against this disease that kills and maims so many of our mothers, sisters,&#194;friends. Instead of the normal $.34 for a stamp, this one costs $.40. The additional $.06 will go to breast cancer research.&#194;&#194;A &#34;normal&#34; book costs $6.80. This one is only $8.00. It takes a few minutes&#194;in line at the Post Office and means so much. If all stamps are sold, it will raise an additional $16,000,000 for this vital research.&#194;&#194;&#194;&#194;&#194;Just as important as the money is our support. What a statement it would&#194;&#194;&#194;make if the stamp outsold the lottery this week. What a statement it would&#194;&#194;&#194;make that we care.&#194;&#194;&#194;&#194;&#194;I urge you to do two things TODAY:&#194;&#194;&#194;1.  Go out and purchase some of these stamps.&#194;&#194;&#194;2.  E-mail your friends to do the same.&#194;&#194;&#194;&#194;&#194;Many of us know women and their families whose lives are turned upside-down&#194;by breast cancer. The other main is Andelo Zgorelec, living in England and can be reached via  Visit-Croatia.com&#194;&#194;Zgorelec is urging the main Croatian newspaper in Croatia to assign a full time reporter who would help and be in-between. Many thanks to CROWN&#194;&#194;&#194;&#194;&#194;&#194;for making all of this possible.&#194;&#194;&#194;&#194;&#194;&#194;&#194;Croatian Exchange Student Opens the Door for Others&#194;&#194;&#194;&#194;&#194;&#194;&#194;This past holiday season was special for my family and me, and not&#194;&#194;&#194;&#194;&#194;&#194;just for the obvious reasons.  Sure, we enjoyed our usual traditions,&#194;&#194;&#194;&#194;&#194;&#194;but we also had the privilege of hosting a Croatian student in our&#194;&#194;&#194;&#194;&#194;&#194;home on his first visit to the United States.  We decided to do this&#194;&#194;&#194;&#194;&#194;&#194;knowing that it would be a great opportunity for our children to&#194;&#194;&#194;&#194;&#194;&#194;develop a stronger connection to their grandparent's homeland, but&#194;&#194;&#194;&#194;&#194;&#194;little realizing how much fun we would have seeing our world through&#194;&#194;&#194;&#194;&#194;&#194;our guest's eyes.&#194;&#194;&#194;&#194;&#194;&#194;&#194;It all started with a simple request sent out via the CROWN newsletter&#194;&#194;&#194;&#194;&#194;&#194;(www.croatianworld.net) from Dr. Matko Marusic, professor at the Zagreb&#194;&#194;&#194;&#194;&#194;&#194;School of Medicine and editor of the prestigious Croatian Medical&#194;&#194;&#194;&#194;&#194;&#194;Journal (www.cmj.hr).  Dr. Marusic was looking for a Croatian-American&#194;&#194;&#194;&#194;&#194;&#194;family to host a 17-year-old neighbor of his, Tomislav Soldo, for&#194;&#194;&#194;&#194;&#194;&#194;several weeks during the Christmas holiday season. We learned that&#194;&#194;&#194;&#194;&#194;&#194;Tomislav was a typical teen who enjoyed music, basketball and computers&#194;&#194;&#194;&#194;&#194;&#194;and that, importantly for us, he spoke English well.&#194;&#194;&#194;&#194;&#194;&#194;&#194;In the days after we agreed to host Tomislav, we busily exchanged&#194;&#194;&#194;&#194;&#194;&#194;emails to learn more about him and his family and to work out the&#194;&#194;&#194;&#194;&#194;&#194;details of his trip.  When we met him at Chicago's O'Hare airport, we&#194;&#194;&#194;&#194;&#194;&#194;found that he'd had a good trip but was understandably quite tired.&#194;&#194;&#194;&#194;&#194;&#194;Once he recovered from his jet lag, we enjoyed many experiences&#194;&#194;&#194;&#194;&#194;&#194;together including things that we might not have done without a&#194;&#194;&#194;&#194;&#194;&#194;visitor to entertain.  We spent a day in Chicago sightseeing and&#194;&#194;&#194;&#194;&#194;&#194;ice-skating, went to Mass on Christmas day, went bowling (Tomislav&#194;&#194;&#194;&#194;&#194;&#194;learned fast) and often played basketball at our church gym.  He met&#194;&#194;&#194;&#194;&#194;&#194;my wife's entire family, our boy's friends (who all liked him very&#194;&#194;&#194;&#194;&#194;&#194;much, especially the girls), the president of our local Croatian Club&#194;&#194;&#194;&#194;&#194;&#194;in Joliet, Dane Sikic, and even one of the Chicago Bulls.&#194;&#194;&#194;&#194;&#194;&#194;&#194;This last event came about as a pleasant surprise.  Knowing that&#194;&#194;&#194;&#194;&#194;&#194;Tomislav was a tremendous basketball fan, we thought he might enjoy&#194;&#194;&#194;&#194;&#194;&#194;attending an NBA basketball game.  Checking the Chicago Bulls roster,&#194;&#194;&#194;&#194;&#194;&#194;we learned that they had a 7' 1&#34; Croatian player, Dalibor Bagaric, on&#194;&#194;&#194;&#194;&#194;&#194;their team.  On a whim, we contacted the Bulls, told them about our&#194;&#194;&#194;&#194;&#194;&#194;visiting student, and asked whether it might be possible to meet&#194;&#194;&#194;&#194;&#194;&#194;Dalibor.  We knew this was a long shot, and were therefore genuinely&#194;&#194;&#194;&#194;&#194;&#194;surprised when they agreed.  Dalibor was very gracious, allowing&#194;&#194;&#194;&#194;&#194;&#194;Tomislav to shoot a basket with him while the team warmed up before a&#194;&#194;&#194;&#194;&#194;&#194;game and giving us his personal seats when he found out that ours were&#194;&#194;&#194;&#194;&#194;&#194;not nearly as good.&#194;&#194;&#194;&#194;&#194;&#194;&#194;Tomislav's own words are perhaps more eloquent than anything else I&#194;&#194;&#194;&#194;&#194;&#194;could say:&#194;&#194;&#194;&#194;&#194;&#194;&#194;&#34;A couple of days before Christmas 2001 I embarked across the Atlantic&#194;&#194;&#194;&#194;&#194;&#194;for the first time in my life. It was exhausting, but one does not go&#194;&#194;&#194;&#194;&#194;&#194;overseas every day. This would be my first Christmas without my&#194;&#194;&#194;&#194;&#194;&#194;family. At O'Hare airport a nice man with red cap waited for me - Joe&#194;&#194;&#194;&#194;&#194;&#194;Misurac, with his son Jason, 19.  While driving to their home in&#194;&#194;&#194;&#194;&#194;&#194;Plainfield, Illinois, I admired the nice houses on both sides of the&#194;&#194;&#194;&#194;&#194;&#194;highway.&#194;&#194;&#194;&#194;&#194;&#194;&#194;&#34;I spent three weeks with the Misurac family, who did all they could&#194;&#194;&#194;&#194;&#194;&#194;to make up for my longing for my family in Zagreb.  My stay in the USA&#194;&#194;&#194;&#194;&#194;&#194;offered opportunities of which I could barely dream: sightseeing in&#194;&#194;&#194;&#194;&#194;&#194;Chicago (the skyscrapers fascinated me the most), attending an NBA&#194;&#194;&#194;&#194;&#194;&#194;game, and meeting Dalibor Bagaric, who plays for the Chicago Bulls.&#194;&#194;&#194;&#194;&#194;&#194;&#194;&#34;I loved the open and friendly attitude of the Plainfield and Joliet&#194;&#194;&#194;&#194;&#194;&#194;inhabitants, who accepted me as though I was born there.  A few days&#194;&#194;&#194;&#194;&#194;&#194;before my return, I spent a day with Matt Misurac, 17, visiting his&#194;&#194;&#194;&#194;&#194;&#194;high school.  I liked this experience the most, because this was a&#194;&#194;&#194;&#194;&#194;&#194;relaxing and interesting school day and I was able to meet many nice&#194;&#194;&#194;&#194;&#194;&#194;people my own age.  Pity I did this so late in my stay that I was&#194;&#194;&#194;&#194;&#194;&#194;unable to visit the school again.&#194;&#194;&#194;&#194;&#194;&#194;&#194;&#34;I liked the USA a lot, but also realized how difficult it must have&#194;&#194;&#194;&#194;&#194;&#194;been for those who, under political or economic pressure, had to leave&#194;&#194;&#194;&#194;&#194;&#194;their country between the Drava River and blue Adriatic Sea.  Mr. Dane&#194;&#194;&#194;&#194;&#194;&#194;Sikic confirmed these feelings as being his experience also.   As a&#194;&#194;&#194;&#194;&#194;&#194;sincere and devoted Croat, he had to leave Croatia under communist&#194;&#194;&#194;&#194;&#194;&#194;pressure and look for happiness elsewhere. The story of Joe's father,&#194;&#194;&#194;&#194;&#194;&#194;Mr. Joseph Misurac, Sr., is rather similar.  However, this enabled me&#194;&#194;&#194;&#194;&#194;&#194;to spend three beautiful weeks in the USA, for which I am truly&#194;&#194;&#194;&#194;&#194;&#194;grateful.&#194;&#194;&#194;&#194;&#194;&#194;&#194;&#34;I thank my hosts with all my heart, hoping that we will see each&#194;&#194;&#194;&#194;&#194;&#194;other again. There is so much more to do and I hope that my experience&#194;&#194;&#194;&#194;&#194;&#194;will prompt many more visits of young Croatian students to American&#194;&#194;&#194;&#194;&#194;&#194;families of Croatian origin.  To Croats in the USA I send my love and&#194;&#194;&#194;&#194;&#194;&#194;affection, wish them lots of luck, and hope that they will come to&#194;&#194;&#194;&#194;&#194;&#194;visit our beautiful country as soon as possible.  God bless America&#194;&#194;&#194;&#194;&#194;&#194;and Croatia.&#34;&#194;&#194;&#194;&#194;&#194;&#194;&#194;If this story were to end right here, we'd all agree that Tomislav's&#194;&#194;&#194;&#194;&#194;&#194;visit was a complete success.  However, Dr. Marusic is hopeful that&#194;&#194;&#194;&#194;&#194;&#194;this visit may one day take on added significance as the first step&#194;&#194;&#194;&#194;&#194;&#194;towards providing the same opportunity for many others.  He envisions&#194;&#194;&#194;&#194;&#194;&#194;not only other North Americans opening their homes to Croatian&#194;&#194;&#194;&#194;&#194;&#194;students for similar visits, but Croatian families hosting North&#194;&#194;&#194;&#194;&#194;&#194;American students as well.  Students would be responsible for their&#194;&#194;&#194;&#194;&#194;&#194;own airfare, and host families would provide lodging, food,&#194;&#194;&#194;&#194;&#194;&#194;sightseeing and care.  The fulfillment of this vision lies not in&#194;&#194;&#194;&#194;&#194;&#194;awaiting the establishment of a large organization, but in each of us&#194;&#194;&#194;&#194;&#194;&#194;doing what we can to further this process.&#194;&#194;&#194;&#194;&#194;&#194;&#194;As a first step, we have established a simple web site:&#194;&#194;&#194;&#194;&#194;&#194;http:\croatianstudents.cjb.net. George Mitchell will receive the annual International Human Rights Award from the American Bar Association Section of Litigation, during the ABA Annual Meeting in Toronto next month.ABA Section of Litigation Chair Gregory P. Joseph will present the awards during a noon luncheon on Tuesday, Aug.4, in the concert hall of the Royal York Hotel in Toronto. The keynote address will be delivered by Madam Justice Louise Arbour. Justice Arbour is a member of the Court of Appeal for Ontario, presently on leave from the court, having been appointed Chief Prosecutor for the International Criminals Tribunals for the former Yugoslavia and Rwanda, by resolution of the Security Council of the United Nations. Also speaking at the awards presentation will be David Byrne, Attorney General of Ireland. &#34;Award recipients such as Vesna Alaburic have pursued the highest ideals of our profession in the face of extraordinary adversity,&#34; said Christopher Wall, chair of the nomination process. &#34;Sen. Mitchell's efforts have brought Northern Ireland closer to peace, which is essential to the rule of law.&#34;The Section of Litigation award annually recognizes lawyers and judges who have made extraordinary contributions in foreign countries to the causes of human rights, the rule of law, and promotion of access to justice.&#34;Vesna Alaburic should be commended for her tireless efforts, often undertaken on a pro bono basis, to defend independent newspapers, journalists and editors who face charges because they have published articles critical of the government. Croatia's independent newspapers today face more than 500 cases, including some 130 criminal libel cases, and more than $13 million fines. Croatia's criminal libel law, penalizing &#34;spreading false information,&#34; is the first of its kind in Eastern Europe and is seen as a dangerous precedent for other countries in the region. Alaburic has been at the center of a campaign to reform Croatia's libel law. She has represented the Croatian Journalists Association in challenging government efforts to confiscate property of independent media. She has provided pro bono assistance to journalists, media and associations; established a legal assistance organization to pay the costs of defending independent media and journalists; and has organized a network of !lawyers to provide free legal assistance. Alaburic has also worked on a pro bono basis as a legal adviser for the International Federation of Journalists in Croatia and the Organization for Security and Cooperation in Europe for which she was an observer of the election in Albania. * &#194;&#194;&#194;Sen. George J. Mitchell, a former litigator and federal judge, is honored for his role in brokering the Northern Ireland peace accord. Senator Mitchell served as Chairman of the Peace Negotiations in Northern Ireland. Under his leadership an historic accord, ending decades of conflict, was agreed to by the governments of Ireland and the United Kingdom and the political parties of Northern Ireland. In May, 1998, the agreement was overwhelmingly endorsed by the voters of Ireland, North and South, in a referendum. He serves as Chairman of the International Crisis Group, a non-profit organization dedicated to the prevention of crises in international affairs. Hewas 78.The cause was a heart rupture, said Dr. Dan Fintel of NorthwesternMemorial Hospital. Mr. Bilandic was admitted after a heart attack onFriday and was scheduled for triple bypass surgery yesterday, but hedied after the rupture.When Mayor Daley died in his sixth term in 1976, his machine selectedMr. Bilandic as a temporary successor, and the new mayor immediatelypromised not to run in the election six months later to fill theremaining two years of Mr. Daley's term.His deference reflected the careful personality of the corporate lawyerhe had been for 28 years. Mike Royko, a columnist for The ChicagoSun-Times, labeled him Mayor Bland.But Mayor Bilandic quickly found himself in the rough and tumble ofChicago politics. Within months of taking office, he negotiated laboragreements involving gravediggers, butchers and members of the ChicagoLyric Opera orchestra. He brought together warring factions to end a15-year impasse on building a crosstown expressway, releasing $1.5billion in federal money.His romance with Heather Morgan, the director of the Chicago Council onFine Arts, added a dash of warmth to his image. They married shortlyafter he was elected mayor. He is survived by his wife and their son,Michael.He changed his mind about not running, explaining that he was respondingto a groundswell of support. He emphasized his closeness to Mr. Daley,saying the mayor had given him the kind of education &#34;you cannot get atOxford, Cambridge, Harvard or Stanford.&#34; He went so far as to imitateMr. Daley's speech patterns, with a distinctive grammar and syntax and aseeming preference for commas over periods in his orations.The result was victory in the Democratic primary in a city where thatwas tantamount to victory in the general election. Several months later,he delightedly quoted the remark of a child at an elementary school inthe Bridgeport neighborhood, where Mr. Bilandic, like the four mayorsbefore him, lived.Someone had asked the child if he knew who the visiting Mayor Bilandicwas.&#34;Yes, that's the new Mayor Daley,&#34; the boy chirped.But Mr. Bilandic demonstrated that he lacked the iron control of Mr.Daley. First, Jane M. Byrne, his commissioner of consumer sales, accusedhim of being in cahoots with the city's taxi companies to raise theirfares. Though he fired her, their highly visible fight - both passed liedetector tests - differed markedly from the discipline of the Daley CityHall.Second, it snowed, more than seven feet, the most ever recorded in aseason Chicago. The city's snow removal was so terrible that peopleguessed Mayor Daley must have taken the snowplows with him; a formerdeputy mayor was found to have received a $90,000 consultant's contractfor snow removal.A joke circulated. First man to second: &#34;If Mayor Daley was alive, allthis wouldn't have happened.&#34;Second to first: &#34;If Mayor Bilandic was alive, it wouldn't have,either.&#34;The result was that in March 1979, Ms. Byrne, at first viewed as aquixotic candidate for mayor, beat Mr. Bilandic, ending 48 years ofmachine domination of city politics.Michael Anthony Bilandic, the son of Croatian immigrants, was born onFeb. 13, 1923, in Bridgeport, on Chicago's southwest side. It is calledBack of the Yards because of its proximity to the stockyards that wereonce the economic backbone of the area.Like Mayor Daley, he attended De La Salle High School, graduated from DePaul University Law School and got into politics by hanging around the11th Ward Democratic Headquarters.He served for four years in the Marine Corps in the South Pacific andthen earned his undergraduate degree from Notre Dame University. Hebegan as a $25-a-week law clerk at the Chicago firm of Anixter, Delaney,Bilandic &#38; Piggott, and worked his way to senior partner.He resumed his political activity, canvassing the 11th Ward for Mr.Daley, a neighbor, during his first race for mayor in 1955. Bilandic had to learn the hard way.A total of 35 inches hit the city over a two-week period, and Bilandicshrugged off the snow, insisting that conditions were improving even asburied cars blocked streets, service on the Chicago Transit Authorityfaltered and O'Hare International Airport was tied up in knots.At one point during the crisis, he urged people to move their cars fromstreets to school parking lots, which he announced had been cleared. Richard Mell (33rd), who was in the City Council whenBilandic was mayor. &#34;And, unfortunately, that will be part of his legacy.But the real Michael Bilandic was a decent Chicagoan who had the bestinterest of the city at heart. In all the times I was with him, I never sawhim mean-spirited, vindictive, or ever do anything but try to be a good guy.And that's what he was.&#34;Born in Bridgeport in 1923, Bilandic learned Chicago politics in the 11thWard neighborhood that had produced a host of Democratic politicians,including Richard J. Daley.He graduated in 1940 from De La Salle High School and received a bachelor'sdegree from St. Mary's College in Winona, Minn., and a law degree fromDePaul University.Bilandic served as a first lieutenant in the Marine Corps in the Pacificduring World War II.He became active in the 11th Ward Democratic organization in 1948 whenthen-ward Committeeman Daley asked him to become involved in party work.But Bilandic's real political career began in 1969.That is when the late Matthew Danaher was in line for appointment as theclerk of Cook County Circuit Court, and Daley needed a replacement for himas 11th Ward alderman. The mayor's choice of Bilandic, whose ethnic rootswere Croatian, was a break from precedent in a ward which, for years, hadbeen represented in the council by Irish-Americans.Bilandic was reluctant to give up a law practice that was bringing him asalary estimated at $75,000 a year, but Daley prevailed. The newcomer ran,swamping the GOP candidate.As an alderman, Bilandic's long, detailed speechmaking and monotone deliverygave him a reputation as a colorless man. But he was considered effectiveand well prepared.&#34;Here is a guy who led the fight on the environment right from the start,&#34;said Ald. Bernard Stone (50th), who served in the council with Bilandic. In1971, Bilandic pushed legislation that banned phosphates from detergents.A few years later, Bilandic helped shepherd the Lakefront ProtectionOrdinance through the council and a measure revamping zoning requirementsthat cleared the way for big multiuse developments, Stone said.With Ald. Thomas Keane (31st) on trial in federal court on charges ofconspiracy and mail fraud, Bilandic in 1974 was chosen to replace him bothas chairman of the council's powerful Finance Committee and as Daley'scouncil floor leader.When Daley died on Dec. 20, 1976, council leaders fought each other to fillthe vacuum, but it was Bilandic who received the support of the Daley familyand ultimately gained the mayoral seat.Daley, in his later years respected and beloved by a city that had known noother mayor for a generation, had failed to groom anyone as a successor. Thenew mayor was faced with the unenviable task of filling shoes that no one inChicago could have filled.Started ChicagoFestNevertheless, he sponsored new initiatives. During his 21/2 years in office,Bilandic organized the first ChicagoFest and arranged city-insured,low-interest mortgage loans for middle-income families. A runner and jogger,he also lent his support to the Chicago Marathon.Yet Bilandic's personality didn't capture the imagination or adoration ofthe voters. In an era when politicians were increasingly becomingcelebrities in their own right, Bilandic could stroll through the Loop inthe city he ran and not be stopped or even acknowledged by a singlepasserby.On another front, the mayor's personal life blossomed.When he took office, Bilandic was a bachelor who lived with his elderlymother. It was during his time in office, then in his 50s, that he marriedHeather Morgan, the daughter of a prominent Chicago businessman. Thecouple's only child, Michael Morgan Bilandic, was born during his mayoralty.After taking over at City Hall, Bilandic made numerous changes in the citycommand structure.In what turned out to be a major tactical error, he ousted Byrne as thecity's consumer sales commissioner and forced her to give up her spot asco-chairman of the Cook County Regular Democratic Organization's CentralCommittee.The response was furious.Byrne's attacks on Bilandic and his administration were so strong during the1979 primary that the mayor at times appeared on the brink of tears as hecompared her offensives, combined with media criticism, to the crucifixionof Christ, the Holocaust in Nazi Germany and the plight of blacks duringslavery in America.After losing the primary, Bilandic returned to private law practice.Although he maintained his Bridgeport home, he and his family spent most oftheir time in the Gold Coast apartment he also owned.Five years after his departure from City Hall, and without party backing,Bilandic won election to the Illinois Appellate Court's 1st District, whichcovers Cook County. At the age of 67, he ran for a 10-year term on the stateSupreme Court, this time slated by the Democratic Party, and won again. Hesubsequently was elected by colleagues on the court to a term as chiefjustice.Declined campaign donationsBilandic spent $32,000 of his own money on the Supreme Court electioncampaign and refused to accept campaign contributions. &#34;`This is my lasthurrah,&#34; he explained. &#34;I don't want to go there encumbered in any manner.&#34;As a jurist who had served in the other branches of government, Bilandic wasespecially attentive to the separation of powers and respectful of executiveand legislative prerogative.&#34;He always commented, `Let them do the work they do, and we'll do the workwe do,'&#34; said Judge Allen Hartman, a longtime friend who shared theappellate bench with Bilandic. &#34;He was very proper in that regard.&#34;Nevertheless, one of his most important Supreme Court opinions was highlycritical of a common practice in the Illinois General Assembly, wherelawmakers rolled unrelated measures into a single bill to drum up enoughsupport for passage.Writing for the court in Johnson v. Edgar, Bilandic struck down a sweepingnew law because it violated the Illinois Constitution's prohibition of suchbundling. The opinion formed the heart of the court's doctrine on theso-called &#34;single-subject&#34; rule, and it eventually led to the overturning ofseveral other measures passed by the Republican-led legislature in themid-1990s.Bilandic also wrote a revolutionary 1999 opinion in a ruling that healthmaintenance organizations can be held liable for negligence involving apatient's medical care. The decision opened the door for a flood of HMOlawsuits.&#34;When it came to things like budgetary matters or municipal law, we alwayslooked to him,&#34; said Chief Justice Moses Harrison, who served on the highcourt with Bilandic for eight years. &#34;But you also had to admire his generalknowledge. He just knew so much.&#34;The court lowered its flags to half-staff, and Bilandic's portrait wasdraped in black bunting. The City Council, meanwhile, began a meetingWednesday with a moment of silence in the former mayor's honor.In what turned out to be his last public role, Bilandic in September cast avote that is expected to influence Illinois politics for years to come.After Democrats won a drawing to gain control of the LegislativeRedistricting Commission, Bilandic was inserted on the panel by the party tobreak a partisan deadlock and cast the tie-breaking vote on a redistrictingmap that could set the stage for Democratic control of the legislature forthe next decade.Burke said he talked to Bilandic on Tuesday afternoon to wish him well insurgery.&#34;He sounded strong,&#34; the alderman said. &#34;He was in good spirits. He said hewas sad he would miss the board of managers meeting of the Chicago BarAssociation on Wednesday, but he hoped to be back on his feet in a couple ofdays.&#34; Bilandic died of a rare and &#34;uniformly fatal&#34; condition in which thewall of the heart ruptures, and not of a second heart attack, according toan autopsy report released Wednesday by Bilandic's physicians atNorthwestern Memorial.Dr. Dan Fintel, his cardiologist, said that he has seen only two otherruptures following heart attacks in 17 years of practice.The rupture occurred on the left side and front of Bilandic's heart, thearea that was damaged by a heart attack he suffered sometime in the earlymorning Saturday. That area of the heart was deprived of blood, therebyleading to the death of a small portion of heart muscle.Instead of scar tissue forming around the damaged area, which is typical,the weakened area burst from the pressure of blood inside the heart, causingthe heart to go into acute failure, Fintel said. Such conditions areimpossible to detect in advance, even using modern diagnostic equipment, hesaid.Heather Bilandic had been visiting her husband for most of Tuesday and leftone hour before the rupture occurred at 10 p.m. A heart team rushed in totry to save the former mayor. He was pronounced dead at 10:30 p.m.Bilandic's doctors said that tests performed Monday showed he hadsignificant blockages in his coronary arteries but added that he appeared tobe an ideal candidate for bypass surgery.The funeral will be private. S. is 7 hours behind UTC during Standard Time, and 6 hours behind UTC during Daylight Saving Time.*   TT is a two digit code (00 to 99) that indicates whether the United States is on Standard Time (ST) or Daylight Saving Time (DST). It also indicates when ST or DST is approaching. This code is set to 00 when ST is in effect, or to 50 when DST is in effect. During the month in which the time change actually occurs, this number will decrement every day until the change occurs. For example, during the month of October, the U.S. changes from DST to ST. On October 1, the number will change from 50 to the actual number of days until the time change. It will decrement by 1 every day until the change occurs at 2 a.m. local time when the value is 1. Likewise, the spring change is at 2 a.m. local time when the value reaches 51.*   L is a one-digit code that indicates whether a leap second will be added or subtracted at midnight on the last day of the current month. If the code is 0, no leap second will occur this month. If the code is 1, a positive leap second will be added at the end of the month. This means that the last minute of the month will contain 61 seconds instead of 60. If the code is 2, a second will be deleted on the last day of the month. Leap seconds occur at a rate of about one per year. They are used to correct for irregularity in the earth's rotation. The correction is made just before midnight UTC (not local time).*   H is a health digit that indicates the health of the server. If H=0, the server is healthly. If H=1, then the server is operating properly but its time may be in error by up to 5 seconds. This state should change to fully healthy within 10 minutes. If H=2, then the server is operating properly but its time is known to be wrong by more than 5 seconds. If H=4, then a hardware or software failure has occurred and the amount of the time error is unknown.*   msADV displays the number of milliseconds that NIST advances the time code to partially compensate for network delays. The advance is currently set to 50.0 milliseconds.*   The label UTC(NIST) is contained in every time code. It indicates that you are receiving Coordinated Universal Time (UTC) from the National Institute of Standards and Technology (NIST).*   OTM (on-time marker) is an asterisk (*). The time values sent by the time code refer to the arrival time of the OTM. In other words, if the time code says it is 12:45:45, this means it is 12:45:45 when the OTM arrives. Time Protocol (RFC-868)This simple protocol returns a 32-bit unformatted binary number that represents the time in UTC seconds since January 1, 1900. The server listens for Time Protocol requests on port 37, and responds in either tcp/ip or udp/ip formats. Conversion to local time (if necessary) is the responsibility of the client program. The 32-bit binary format can represent times over a span of about 136 years with a resolution of 1 second. There is no provision for increasing the resolution or increasing the range of years.The strength of the time protocol is its simplicity. Since many computers keep time internally as the number of seconds since January 1, 1970 (or another date), converting the received time to the necessary format is often a simple matter of binary arithmetic. However, the format does not allow any additional information to be transmitted, such as advance notification of leap seconds or daylight savings time, or information about the health of the server.Network Time Protocol (RFC-1305)The Network Time Protocol (NTP) is the most complex and sophisticated of the time protocols, and the one that provides the best performance. NTP is typically used by large computers and workstations, since NTP software is often bundled with the operating system. The client software runs continuously as a background task that periodically gets updates from the server. The client software can be configured to query several servers, and to average the results. By querying multiple servers, it can ignore responses from servers that appear to be sending the wrong time.The NIST servers listen for a NTP request on port 123, and respond by sending a udp/ip data packet in the NTP format. The data packet includes a 64-bit timestamp containing the time in UTC seconds since January 1, 1900 with a resolution of 200 picoseconds. 					  <description>    I had promised to send this to the list before the New Year and I barely&#194;&#194;made it - sorry for the delay.&#194;&#194;&#194;Today is the last day to make donations which can be used as a deduction&#194;&#194;for those filing US tax returns.  As I understand it, the check doesn't&#194;&#194;need to reach these organizations today.&#194;&#194;&#194;This is a list of which I am aware of of Croatian-American 501(c)(3)&#194;&#194;tax-exempt organizations.  I'm sure there are more (e.g., AMAC for which&#194;&#194;I don't have an address). 					  <title>(E) Hrvatska jedina u Europi uvozi mlijeko. Zasto</title>

					  <description>    JEDINI U EUROPI UVOZIMO MLIJEKO&#194;&#194;&#194;&#194;&#194;Hrvatska je jedina zemlja u Europi koja uvozi mlijeko, a na godinu joj za&#194;&#194;&#194;&#194;potrebe trzista nedostaje 90 milijuna litara, izjavio je Antun Debrecin,&#194;&#194;&#194;&#194;voditelj radne skupine predsjednika Mesica za izradu strategije razvoja&#194;&#194;&#194;&#194;agrara. Jedan od glavnih razloga toj poraznoj cinjenici, naveo je, u tome je&#194;&#194;&#194;&#194;sto smo 1998. godine imali 843.000 goveda, a trenutacno je u Hrvatskoj samo&#194;&#194;&#194;&#194;438.000 grla. U istom je razdoblju pao uvoz mlijeka, a nije povecana njegova&#194;&#194;&#194;&#194;proizvodnja.&#194;&#194;&#194;&#194;&#194;&#194;Prema podacima Hrvatske gospodarske komore, u prvih je devet mjeseci ove&#194;&#194;&#194;&#194;godine, primjerice, uvezeno mlijeka u vrijednosti gotovo 14,5 milijuna&#194;&#194;&#194;&#194;dolara, a u istom razdoblju lani taj je proizvod uvezen u vrijednosti 14,4&#194;&#194;&#194;&#194;milijuna dolara. Istodobno je od sijecnja do rujna ove godine, naveo je HGK,&#194;&#194;&#194;&#194;izvezeno mlijeka u vrijednosti 2,6 milijuna dolara, sto je milijun dolara&#194;&#194;&#194;&#194;manje nego u istom razdoblju lani.&#194;&#194;&#194;&#194;&#194;STOKA NA KREDIT&#194;&#194;&#194;&#194;&#194;&#194;- Osim opustosena stocnog fonda, domace proizvodjace mlijeka muci i&#194;&#194;&#194;&#194;neprihvatljiva otkupna cijena mlijeka. Ona je, primjerice, 1995. godine&#194;&#194;&#194;&#194;iznosila 2,60 kuna za litru, a sada je oko dvije kune. U listopadu&#194;&#194;&#194;&#194;dogovoreno povecanje otkupne cijene osjetili su samo oni koji proizvode vise&#194;&#194;&#194;&#194;od 4000 litara na mjesec, a takvih je tek 20 posto - navodi predsjednik&#194;&#194;&#194;&#194;Udruga proizvodjaca mlijeka Osjecko-baranjske zupanije Ivica Miketek i&#194;&#194;&#194;&#194;dodaje kako su brojni seljaci koji se bave proizvodnjom mlijeka na&#194;&#194;&#194;&#194;egzistencijalnom rubu. Zbog nedostatka domacih junica, objasnjava, seljaci&#194;&#194;&#194;&#194;su bili prisiljeni stoku kupovati na kredit od Lure. Grlo u prosjeku stoji&#194;&#194;&#194;&#194;oko 3000 njemackih maraka, a kooperanti taj novac Luri vracaju kroz isporuku&#194;&#194;&#194;&#194;mlijeka.&#194;&#194;&#194;&#194;&#194;&#194;U Luri, pak, potvrdjuju da domaca proizvodnja mlijeka ne zadovoljava&#194;&#194;&#194;&#194;potrebe naseg trzista, a najveca domaca mlijecna industrija, koja drzi oko&#194;&#194;&#194;&#194;40 posto trzista, uvozi oko 15 posto svjezeg mlijeka. U Luri isticu kako&#194;&#194;&#194;&#194;poduzimaju brojne napore ne bi li njihovi kooperanti povecali proizvodnost i&#194;&#194;&#194;&#194;kvalitetu te im, navela je direktorica kooperativne administracije Nina&#194;&#194;&#194;&#194;Andjal, nabavljaju i junice. Prije nekoliko godina Lura je za svoje&#194;&#194;&#194;&#194;kooperante uvezla 10.000 junica iz Austrije i Njemacke, a nedavno je morala&#194;&#194;&#194;&#194;odustati od nabave novih grla iz Austrije zbog pojave kravljeg ludila u toj&#194;&#194;&#194;&#194;zemlji.&#194;&#194;&#194;&#194;&#194;&#194;Seljaci, medjutim, isticu da se te krave cesto tesko prilagodjavaju&#194;&#194;&#194;&#194;biohranidbi kojom se oni koriste, pa ne daju toliko mlijeka kao kad su bile&#194;&#194;&#194;&#194;u Austriji, gdje su nerijetko hranjene mesno-kostanim brasnom.&#194;&#194;&#194;&#194;&#194;POTICAJI KAO SOCIJALA&#194;&#194;&#194;&#194;&#194;&#194;U Zajednici udruga seljaka Slavonije i Baranje naglasavaju kako je kljuc&#194;&#194;&#194;&#194;rjesenja u boljem poticaju poljoprivrednih proizvodjaca i u njihovu&#194;&#194;&#194;&#194;okrupnjavanju. Tako misli i direktor Sektora poljoprivredne i prehrambene&#194;&#194;&#194;&#194;industrije pri Hrvatskoj udruzi poslodavaca Stipan Bilic. On objasnjava kako&#194;&#194;&#194;&#194;se dosadasnje dijeljenje poticaja cesto svodilo na socijalu, a mala,&#194;&#194;&#194;&#194;rascjepkana gospodarstva, rekao je, ne mogu biti nositelj poljoprivredne&#194;&#194;&#194;&#194;proizvodnje, koja ce se uskoro naci na jos vecem udaru zbog liberalizacije&#194;&#194;&#194;&#194;trzista.&#194;&#194;&#194;&#194;&#194;&#194;Toga su svjesni i u Ministarstvu poljoprivrede koje ce, kako je kazao&#194;&#194;&#194;&#194;pomocnik ministra Miroslav Bozic, od sljedece godine boljim poticajima&#194;&#194;&#194;&#194;stimulirati vece proizvodjace. No, zna li se da proizvodjac mlijeka u&#194;&#194;&#194;&#194;Europskoj uniji koji taj proizvod izveze izvan granica EU dobije takve&#194;&#194;&#194;&#194;premije da mlijeko moze prodavati gotovo bez marze, jasno je da se domacim&#194;&#194;&#194;&#194;proizvodjacima mlijeka nece biti lako izboriti za opstanak.&#194;&#194;Preneseno iz Vjesnika (www.vjesnik.hr)&#194;S.
