By Beti Bilandzic BELGRADE (Reuters) - Six men were to face a special court Tuesday charged with the 1991 massacre of at least 192 prisoners of war in Vukovar, Croatia, in a landmark trial that will test Serbia's ability to dispense justice for war crimes. "This is the first such trial in Yugoslavia because it is a case which The Hague (news - web sites) tribunal has addressed to domestic courts. This is a test of the local judiciary," said court spokesman Bruno Vekaric before the trial began. While the flames of ultra-nationalism which fed the bloody 1990s breakup of Yugoslavia were still hot, the U.N. war crimes tribunal was unwilling to trust former foes Serbia, Croatia and Bosnia with the task of judging alleged war criminals, who might be viewed as avenging heroes among their own people. Eight years have passed since fighting stopped, and Vekaric said the new court's prosecutor would be exercising "the highest level of professionalism without any political influence." The tribunal, in its most recent indictments, has focused on those viewed as the instigators of Balkan genocide and ethnic cleansing, and those at the top of the chain of command. Local courts in the countries involved in the 1990s wars are now being given responsibility for trying individual alleged killers, with The Hague's help. TAKEN FROM HOSPITAL AND SHOT The special court in December indicted eight men "as members of Vukovar territorial defense" for slaughtering prisoners of war at Ovcara farm near the eastern Croatian town of Vukovar. One of the accused died Monday, weeks after a suicide bid, and another has turned state's witness. The Croat and other non-Serb victims, nearly all men, were taken from a hospital and executed after Yugoslav troops captured Vukovar following long and fierce fighting during the 1991-95 Croatian war of independence. The 1991 massacre went on "from November 20 till early morning November 21" near the picturesque Danube town which was reduced to rubble by weeks of shelling, its swimming pool water turned black with blood. I am a Chicago born Croatian, grew up there and then moved toÂCroatia in 1991. I came with the expectation that the country would blossomÂand achieve at least a small portion of its potential. That hasn't happenedÂand the whole time I am wondering about what it is that can be done toÂimprove the situation.ÂÂAt first I thought a democratic system would be the solution, giving peopleÂthe freedom to prosper and to achieve their dreams. However in socialismÂpeople became so passive, irresponsible and corrupt. On the other hand, aÂdemocratic system relies on people being proactive, positive, responsibleÂand ethical - so in Croatia democracy only exists on paper.ÂÂThen I thought it was the legal system which would govern everything andÂweed out corruption. But you can make any system you want but if the peopleÂare corrupt they will find ways around it.ÂÂAnd then I came to the conclusion that it was the economy. Given enoughÂmoney, people would have their basic needs satisfied and then would be ableÂto truly contribute to the development of the country and think more longÂterm (and this is another problem, everyone thinks very short term). ButÂthis hasn't happened. You can make all the stimulation programmes for smallÂand medium-sized businesses but if the people do not have the right businessÂattitude and knowledge, nothing will come of it. On October 1 of last year, a friend and I were set to travel to Venice where we would then board a yacht and cruise along the Dalmatian Coast for a week. We were so excited to be going to Dubrovnik, Split, Pula, Korcula, etc. Of course then September 11 happened and we were advised not to go at that particular time. We were fortunate to get a credit on our trip, but unfortunate in that the tour group would not be doing another trip to Croatia this year. Thus, we had to settle for France. We're excited to be going there in May, but we both still would love to visit Croatia in the future and see that beautiful Adriatic Sea in person! Here are some "Top 10"ÂÂpositives for this past year:ÂÂÂFirst, apropos of PBS, there was a show that played on WNET, the localÂÂPBS station in NYC, last month called "Croatian Roots" which thisÂÂCroatian-American young woman put together concerning her roots on BracÂÂ(her parents were born in South America and moved to the US). It was aÂÂhalf-hour program which was shown at least twice and was excellent.ÂÂÂSecond, the E! Channel featured Croatia on its Wild On show which wasÂÂshown in August; in addition to this, the show's host (I can't rememberÂÂher name off hand) featured Croatia on her pin-up calendar for 2002 (IÂÂsaw this by accident on E! the other night).ÂÂÂThird, I believe the Rick Steven's travel show (also shown on PBS)ÂÂfeatured Croatia this year as well (thanks to Hilda for that!).ÂÂÂFourth, the recent movie "Behind Enemy Lines" (which I admittedlyÂÂhaven't seen yet) puts Serbs in an extremely bad light.ÂÂÂFifth, Croatia was on the cover of Newsweek's European edition thisÂÂsummer.ÂÂÂSixth, the NY Times ran two excellent articles concerning Croatia thisÂÂyear. The first appeared in early September and concerned theÂÂexhibition of Trogir art treasures in Venice. The second appeared thisÂÂpast Sunday - a full page (no ads!) concerning the current art scene inÂÂCroatia. A third article concerning Istria appeared in the TravelÂÂSection in the spring.ÂÂÂSeventh, concerning the International Hamptons Film Festival - some goodÂÂnews here. Because of our vigilance in responding to the calumnies onÂÂtheir web site we succeded in having it changed (similarly, it appears aÂÂcorrection will be made in next month's Harper's Magazine re theÂÂ"600,000" Serbs supposedly expelled - Hilda's fine work came throughÂÂagain) - this, by the way, s a credit to CroWorldNet, Brian, Tony andÂÂother people who have these e-mail links and were able to get the wordÂÂout quickly and effectively.ÂÂÂEighth, the CAA successfully organized a Congressional hearing onÂÂCapitol Hill concerning the status of Croats in BH. AMAC organized aÂÂseminar on Vukovar at Georgetown whose speakers included JeanÂÂKilpatrick.ÂÂÂNinth, Goran won Wimbledon and was on Late Night With David LettermanÂÂ(where he made a pretty good showing).ÂÂÂTenth, Janica won the world championship in the women's downhill andÂÂcame in 3rd or 4th in a recent BBC (I believe) poll for woman athlete ofÂÂthe year.ÂÂÂThis is obviously all terrific and I think all of us should be proud ofÂÂbeing descended from a country that can produce such talent.ÂÂÂNow, to "rain on our parade" a bit. All of the things I listed aboveÂÂcame about as a result of individual efforts. The article in this pastÂÂSunday's NY Times, for instance, was written by a woman who went toÂÂZagreb for an international art critics conference - it otherwise wouldÂÂnot have been written. Hilda lobbied Stevens to do his Croatia show.ÂÂThe woman who did the show "Croatian Roots" certainly got no help fromÂÂthe Croatian government to do her work. The story of Janica Kostelic isÂÂtypical - she and her dad had to often sleep in their car when they wentÂÂto compete because they had no money. The successes of people likeÂÂIvanisevic and Visnjic in a sense came about despite the fact that theyÂÂwere from Croatia! How much more could be done if Croatia finally hiredÂÂa PR firm? Or established cultural centers abroad? Or engaged inÂÂlobbying efforts? With all due respect to Mr. Maglica and any otherÂÂCro-Am tycoons, these are things the govt should be doing but, after 12ÂÂyears, it continues to fail to understand that it has theseÂÂresponsibilities (and I am criticizing here both the HDZ govt and theÂÂcurrent govt on these points) (and I emphasize it is a responsibilityÂÂthat a country promote itself abroad as a meand to acheive its foreignÂÂpolicy objectives - its not for nothing that the US, UK, France, etc.ÂÂhave cultural centers in Zagreb; its not for nothing that countries hireÂÂPR/lobbyists in Washington).ÂÂÂConcerning things we can do, as much as a hunk of cash from a richÂÂfellow is most welcome, if many Croatians contribute reasonable amountsÂÂof money, we can be (and have in the past been) effective. My sense isÂÂthat in the past 3-5 years the pool of contributors has slackened offÂÂgreatly. However, I also beleive, from personal experience over theÂÂpast several months, that our community is begining to turn a corner.ÂÂIt is normal that there be an ebb and flow in a community's activities.ÂÂAfter 1995, for instance, many people became "deactivated" (I noticed aÂÂsimilar deactivation after Jan. 15, 1992 which lasted until the warÂÂbroke out in BH later that year). However, I sense there is an upsurge.ÂÂHere in NYC, I put together a dinner for people that I knew had beenÂÂactive in the past. I was pleasently surprised that we got over 20ÂÂpeople to come together to discuss things we should do on a local basis.ÂÂTwo of the woman at that meeting (Dinka Kalinic and Visnja Brdar)ÂÂsubsequently organized a social get together for Cro-Am professionalsÂÂwhich took place last Friday. Though a call for the gathering only wentÂÂout within about 2 weeks prior to the event and it was all done byÂÂe-mail and word of mouth, over 50 people showed up.ÂÂÂConcerning things everyone can do, let me remind everyone, as the end ofÂÂthe tax year approaches, that donations made to the NFCA CulturalÂÂFoundation, 1329 Connecticut Avenue, NW, Washington, DC 20036) are taxÂÂdeductible!ÂÂÂI will, by the by, put together a list over this weekend of tax-exemptÂÂCroatian American organizations that I am aware of which I willÂÂcirculate next week and to whom I urge everyone to make contributions.ÂÂÂJohn KraljicÂÂÂÂÂÂJust to add a few more positive notes regarding Croatian accomplishments inÂÂthe year 2001, this time with a Canadian perspective:ÂÂÂ1. The Croatian Embassy project in Ottawa wins a prestigious award from CityÂÂCouncil in the 'Heritage Building - Adaptive Use Category" (and I am veryÂÂproud to say that my father, Josip Milcic, University of Zagreb alumni, wasÂÂthe Design Architect). The old historic building (built in 1875 and in awfulÂÂshape) was purchased and repaired with donations of funds and labour by theÂÂCroatian-Canadian community, and is a sign of just how much we CANÂÂaccomplish when we set our minds and hearts on a goal and work together;ÂÂÂ2. The premier hockey player in the NHL today, Joe Sakic of Burnaby, BritishÂÂColumbia, Canada, identifies himself in a newspaper interview as ofÂÂ'Croatian origin'. An interview with his parents discusses Croatia in moreÂÂdetail;ÂÂÂ3. Pete Mahovlich, former NHL great and current member of the CanadianÂÂSenate, publicly 'discovers' his Croatian roots;ÂÂÂ4. Janko Peric, member of the Liberal Party of Canada, is re-elected to theÂÂCanadian Federal Parliament representing his riding of Kitchener (Ontario);ÂÂÂ5. The Croatian pavilion at the Carassauga Multicultural Festival inÂÂMississauga, Ontario, is highly visited; guests included Mississauga MayorÂÂHazel McCallion (always a great friend of the Croatian community). This isÂÂthe same lady that, at a Serbian picnic she was invited to, started herÂÂspeech with (I quote) "Dragi moji Hrvati". :-) Needless to say, she hasÂÂnever been invited to a Serbian event again, but has had countlessÂÂinvitations to the "Father Kamber" Croatian picnic grounds since :-)ÂÂÂ6. We already entered the third year how I started this CROWNÂ(Croatian World Net) network out of desperation, not an inspiration. You whoÂread it and act upon it are the value of this network. Not preach toÂthe choir but to the audience.ÂÂIt is a NONCONFORMIST type of communication, because I think that poetry andÂmusic and news and history and politics and many more are part of our dailyÂlife. We who are outside of Croatia, and the list is 99% of such, have aÂcommon interest and many of us have similar experiences in our out-of-countryÂliving. So, we are the focus of this global group. On the list there areÂHollywood producers and Harvard students, Sydney's entrepreneurs and New YorkÂmusicians, New Mexico poets and Italian businesswomen. The range is wide andÂbeautiful. Friends from Sweden and Japan. Doctors from Zagreb and Norway.ÂÂWe are all over the globe and willing to help "our beautiful" as well asÂourselves. Coordination, exchange of ideas, tolerance and allowing others toÂbe who they are...Small minds talk about other people, average about eventsÂand great ones about ideas.ÂÂI witnessed many new friendships, employment, published letters in the majorÂworld publications, even a real estate deals. These were all done inÂvolunteers manner and I intend it to stay that way till we are able to employÂfew editors. People distinguish themselves with their inner ability, whetherÂthat is their intention or not. I see quality and that makes me very hopeful.ÂOur intentions can be accomplished in a short period of time. As of now I doÂnot advertise and the number of recipients are in thousands. I want quality.ÂPeriod. When the webpage will be functioning, then we can spread the word. IÂget daily up to 400 of your emails and on an average day I forward 2-3. If weÂhad a webpage it could be done in the way that you will receive once a weekÂall the titles with the link and you will pick the subject you are interestedÂin. Most of the ideas fell apart when people started to discuss amongÂthemselves old themes that are not resolved within us. My idea is to dealÂwith them on the paper and post them for the audience, but all the FOCUS isÂFUTURE.ÂÂIt's a tough job, believe me, to stay to the center. It is very easy to goÂleft and right, but to stay on the course is difficult. We entered the thirdÂyear of our not so small community that spreads to all the continents. I hopeÂto find financing to put this idea on the webpage so it will stay permanentlyÂfor everybody who wants to know about us to hear it FROM us.
